The House of Burgesses is important to United States history because it was the first elected representative government in Colonial America. Over time, it played a key role in the American Revolution, especially in resisting the Stamp Act and establishing permanent Committees of Correspondence. As the American Revolution intensified, members established the Virginia Conventions, which were responsible for declaring Virginia’s independence from Great Britain and introducing the Lee Resolution during the Second Continental Congress.

In March 1643 Wyatt’s successor, Governor Sir William Berkeley, authorized the burgesses to sit apart from the Council members as a separate chamber in a bicameral assembly. At this time the House of Burgesses gave itself parliamentary privileges to protect its integrity and its members. By the middle of the seventeenth century the General Assembly had developed into a colonial counterpart of Parliament. The House of Burgesses met in a large yet relatively simple chamber on the first floor in the east wing of the Capitol. Among those who served as burgesses, were Patrick Henry, George Washington, Thomas Jefferson, Peyton Randolph, and George Wythe. The Capitol was not only the place where these men strode toward independence but also very much a training ground for those who would create a new, democratically elected representative government.
Over the next twenty-five years the Crown sent a succession of governors to Virginia with instructions to limit the power of the assemblies. Attempts at limitation included eliminating annual sessions, prohibiting the legislators from hearing appeals decided in the colony’s General Court, and vetoing bills on certain subjects or even sending them to the king for him to veto. The governors seized from the burgesses the right to appoint the clerk of the House, though the body retained the right to appoint their speaker and other officers. As a consequence, the House of Burgesses’ political influence declined. For the next thirty to forty years, Virginia’s royal governors and, to a lesser extent, its councillors, wielded larger shares of political power than the elected burgesses. The House of Burgesses had its origins in the so-called Great Charter, issued in 1618 by the Virginia Company of London.

While the idea of representation has continued to be redefined over the course of America’s experiment in democracy, it is important to understand the origins of democratic assembly in the United States, and its birth in the Virginia House of Burgesses. Some scholars (Price among them) question whether these first Africans were treated as slaves and argue they were considered more along the lines of indentured servants. Evidence does suggest the presence of free blacks in colonial Jamestown and certainly, by 1676 CE, there were black landowners and at least one on record as owning black slaves himself. Even if the Africans were not treated as slaves, however, they arrived in that condition aboard a Dutch ship, which had captured them as cargo from a Spanish trader. Slavery would not become institutionalized in Virginia until the 1660s CE but the first African slaves can be said to have arrived in the colony in 1619 CE. The Virginia Company was a joint-stock company, responsible for founding Virginia Colony in 1607, starting with the establishment of Jamestown.
